Tease and denial has become a murky, undefined service (like so many services in this industry). Quite a few BDSM providers offer what they call Tease and Denial which amounts to an arousal punishment game with no FS ending (they might allow you to service yourself). It usually involves bondage, blindfolding, it can involve gagging, and the usual BDSM torture punishments (flogging, CBT, verbal humiliation, etc.). It can incorporate foot fetishism, body/ass worship, face sitting and more. The range of services offered depends on the provider, as well as your desires. Usually, a discussion before the session sets these limits and outlines the session.
A few non-BDSM providers ("regular" providers?) offer a game in which you will most likely be bound and blindfolded and then erotically aroused ("teased") mercilessly. Using a code word you let them know if you're getting close to orgasm, and they'll immediately stop what they're doing and even take steps to stop you from reaching climax. When you've calmed down, they'll continue. When you're ready to climax, you just don't stop them. Or, you can prearrange to end the session with FS.
The nature of the game itself depends on you and the provider and her skill level. It's usually much more sensual than the BDSM version, and can end with FS if you arrange this in advance. Often it incorporates either a CBJ or BBBJ, hand stimulation, dildo stimulation, mild nipple torture and tickling. It can involve hot wax, hot and cold play, electo stim, prostrate massage and all sorts of mind games aimed at increasing your level of erotic frustration.
From my experience, it's difficult to find providers skilled in the second, sensual form of tease and denial. To qualify that statement, I mean it's difficult to find providers who know how to play the game, and who have played the game enough to be truly good at it. This isn't something you learn casually—it's a type of sexual play in which a provider must be interested in learning, seek out and become proficient. This is an area of sexual play in which experience makes a huge difference.
