You really should avoid giving advice about things about which you obviously know little.  Those who understand the rules can play safe in Vegas, just like anywhere else but the rules are bit different. It is NOT, however, a risk-free zone.

Not so...This aging sexegenarian knows alot about Las Vegas and the enforcement of its laws against prostitution. I have been going to Sin City for over 35 years and can honestly say that as long as one deals solely with a reputable agency and not fall prey to the bait and switch ads, it is very unlikely that any prostitution activity will be prosecuted. Until last year, the Haley Heston agency was the leading reputable agency and when she got busted for tax evasion,etc., not one John was arrested. Now the leading reputable agency is Zacks vegas100proof agency which has been operating for around 5 years. The rules are simple. Never accept a solicitation whether it be on the street, in a casino, Hotel or otherwise. Do not go to an incall location. Limit yourself to outcall visits to your Hotel room which you have control over. While there is never a guaranty of safety, the likelihood of getting arrested in Las Vegas is minimal. CAVEAT EMPTOR.

Prostitution is legal in Nevada at licensed bordellos like the Bunny Ranch. But it is on a county by county basis, based on population. It only exits in the sticks with low populations.

There is a small college stadium that UNLV uses that just won't cut it.

Vegas, NYC, and just abut about anywhere else, are mostly safe to hobby at if you play with the right ladies, and are discreet.  

If you are hobbying this week in NYC, the best advice is to play with ATF's.  Not that you would ever mind about playing with your ATF's...any chance you get with them is going to be great...
