One said "Detective So and so of NYC vice Squad. All calls are recorded, please leave a message." 2nd time was a heavy accent I couldn't understand.

I then tried a male friend of hers in the biz, and got the same thing!

Later I tried her again and a guy answered ( I think her pal, not sure). I asked if she was ok and he said yes, there's a phone problem and he'll tell her I called.

Anyone hear of this? Should I be concerned for her?

Try a couple of more times but from a blocked telephone or booth. If it is the NYPD, you do not want to use your own phone.
