I can't advise on good/safe hotels but it is quite important to screen very carefully.  LE is active here.

Look at the population of each of these cities.   Get a firm commitment from a client or two and watch out for no-shows.

I can't think of a place that's safe, recently one of the girls I visit had been told not to return to done places. Be careful and screen throughly. The police here have made plea deals with girls to get "references". But you can make alot of friends here too. We love awesome girls that deliver as promise.
