There was a post by Bree tonight saying that the WI number was so she could call her parents with a local phone number. Now unless things have changed in the cell phone biz wouldn't she be "roaming" everytime she made a call to WI while she was in NH? Hmmmmmmm?

Not necessarily. We have a family plan with 3 802 area code phones. One is in California now and it doesn't roam. All depends on your plan.
