Looks like a classic affiliate site, scammer uses a free third party website design service to create an authentic looking site. Links and pre-selected membership fees for secondary websites are checked. The scammer is an affiliate for these secondary sites and gets a cut of the monthly membership fees that you will be billed once you submit your c.c. for that "$ 5.00" deposit.

Even if by some chance it is legit, there is no reason to pay $5 up front.  It's far more likely just to be a scam to get your card number.  I've never heard yet of such a setup that turned out to be legit.
