Both Mpls & St Paul have reduced their police forces by anywhere from 7-13% in the past few months.  Haven't heard yet on the impact on other cities and counties, but assume there will need to be some cuts in some, such as Bloomington, as well.  

Will this reduce harrasement by LE such as the recent Massage busts?

I doubt if the reduction in LE will effect areas that concern any of us.  For example, in Mpls they are cutting civilians not sworn personel, so there will still be the same or close to similar number of officers doing dectective work.  But that's just my opinion.
