Condoms, when used perfectly, have a 2% failure rate.  I would say the odds are your average provider knows quite well how to put on a condom on so they are probably close to that "perfectly used" rate.  It's in their own interests to know how to do this.

Pulling out relies on the hobbyist and just how likely is it that the average hobbyist is going to fall into that "perfectly used category?"  A provider sees a large number of clients; odds are at least some of them are not going to be able to pull out in time.  And likely there are a few that won't even bother.  I wouldn't even want to trust myself in that situation.

And of course this says nothing about STD risks.

Oral sex is much less risky than vaginal or anal sex – but HIV still can enter through open cuts and sores, or possibly by infecting the lining of the mouth. There are some documented cases of people getting HIV through their mouth.  Obviously the chance of catching HIV from oral sex is very low, you can easily catch other STDs, in particular gonorrhea and chlamydia.

And that's not be celibate.  All of us accept a certain amount of risk in the P4P world.  But some things are a lot more riskier than others.
