I tried to obtain one two days ago, for a fishing trip to the Lake of the Woods.   Let's see, they ticket people and fine them for not having a license that they tried to purchase.  I don't think so...what are the resort owners supposed to do, cancel the fishing guided trips and replace it with "activities"?

Well, I could think of some activities, but after all, there will be children around....:)

What I have heard is that they are not ticketing people, but they will tell you to stop fishing.  
But a number of Conservation Officers are being tasked for security at State Parks and other DNR buildings, so there are fewer CO's checking fish and game violations.
