Many people are uncomfortable with or at least prefer not to have any conversation that involves rates and some providers have been known to hang up if you ask anything about them.  I know I prefer to know the rates before I call.  It also has the advantage that if the rate is more than the guy is interested in paying then thee is no need to waste both people's time with a call.
