I write reviews, but not many.  Here's why:

My number one criteria in selecting escorts is obtaining a girl friend experience (GFE).   A review saying an escort provides a GFE really isn't needed because virtually all the escorts from all the top tier Tijuana escort agencies provide GFE sessions.  Consequently I don't write reviews that fundamental say I received a GFE.   (However, if I do not receive a GFE you can bet your bottom dollar I will write a review.)  

A collaterally to my GFE criteria is how well an escort performed in bed.  IMO the your mileage may vary (YMMV) factor is so great in this area that it seems pointless in most cases to write about an escort's performance.  

My second criteria is appearance.  The problem is beauty is in the eye of the beholder, so in most cases the pictures on the website are much more valuable than a review describing an escort's appearance.  Thus IMO it is usually pointless to write a review saying an escort is attractive.

My third criteria is personality.  Is she sweet, a good conversationalist, etc. etc. etc.  Over the years I have not found reviews very helpful in providing this type of information due to the your mileage may vary (YMMV) factor.   So I do not write reviews to say I enjoyed the companionship of an escort knowing hobbyist-escort  "chemistry" varies from hobbyist to hobbyist and date to date.

So when do I write reviews?  
1.  When there is something out of the ordinary to report.  (Like when I reviewed a squinter.)  
2.  When the session was so outstanding that I feel I just have to tell somebody.

This could go for all escorts sites. but why so few reviews?  There are some girls that have been working for years and don't have any reviews.  I'm just curious.  I just read about the same few over and over.  Do many just not work as much?

We passed 1000 reviews a couple of years ago.  I do know that some are disallowed. There is a rule that a guy cannot write his first review for a chica that has no reviews.  I know several have attempted reviews on Sandra for sure.

No idea about the TER review rules, but my guess is because the dynamic is so much different in TJ vs. the states.

In the states the guys need to get established to get references in order to see new girls because most require it and are independents.  In TJ it's mostly agencies and no references are needed to get started.

Also with some exceptions (like quite a few of MLB's gals) the girls in TJ change rapidly, so guys may just not bother doing reviews.

I did a bunch of reviews when I first started in TJ, but eventually I just sort of stopped.  I'm not a very creative writer so my reviews were kind of looking very similar, and for whatever reason I just stopped writing them.

Because the girls change so much, it's also possible that many guys don't even bother looking at TER and just pick girls based on the look they like and/or their preferred agency, and the cost is such that they just roll the dice and go, instead of requiring a bunch of good reviews before they'll see someone.

MLB is an agency in Tijuana - MexicoLindoBar  

On TER I believe all of their girls are reviewed under the agency name of "Team Juanita".
