I've been to Mexicali a few times over the years. But don't know it as well as I do Tijuana, which is where I live.
In Tijuana there are a lot of bars packed into the few blocks that make up the Zona Norte. The area also contains lots of street girls.
Mexicali has bars, but not as many and they are more spread out. (You'll need cabs and need to know where to find them.) None approach Hong Kong, Adelitas, Tropical, etc. for the number of girls or the quality. The Mexicali bars are more run down. My impression of the Mexicali street girls is they are more "worn down" looking (because so many work on local farms) than is the case in TJ.
The girls you'll find in Mexicali are mostly from the Ranchos. They don't dress as well, use makeup as skillfully, etc. as do the bar TJ bar girls.
The plus is sometimes you can find a "weekend warrior" in Mexicali who is more likely to appreciate being treated well and shown a good time. (I once paid a "weekend warrior" from a Rancho for an hour and she ended up spending the night without asking for more money--probably in the hope of having an amante who'd support her. If you don't speak Spanish well I wouldn't hold out hope of finding something like that.)
The weather in Mexicali is a mixed bag. In winter it's tolerable, but blazing hot in summer. A major plus to Mexicali is you are far less likely to have cab drivers, waiters, etc. try to scam you than is the case in Tijuana.
In short, Mexicali is minor league. Tijuana is the majors.
