Just wondering if when BP shuts down the border traffic, such as for the teachers pension protest, does that effect foot traffic as well? I know the teachers plan had been to block the lanes of the border for car traffic. So not sure if the gov't shutdown foot traffic as well.

In this most recent protest, I don't think anything got 100% shut down. It was however intended to shut down all traffic including pedestrian, and the police on the US side were going to block the pedestrian bridge to keep the peace.
During the last protest pedestrians were able to cross in and out of Mexico. (The line was almost non-existant as everybody assume it was closed.) Of course, nobody can say what will happen next time.
