they just don't want you as a member anymore. Or since paid twice already, maybe they're just seeing how many times you're willing to pay until you finally give up.
Go to account manager and view your account. If there's still a discrepancy, scroll all the way down and you will see a place where it says "contact us". Good luck. Ciao.
I couldn't figure out the problem so I emailed TER. They responded pretty quickly (a day or so), fixed the problem, and gave me an extra day or two of VIP membership to cover the lost time.
