I noticed that I was able to view some providers' TER reviews when I clicked on their review link from P411. They have changed their city to oversea. It's not ideal but at least it's there once you find a provider that you are interested in.

p.s. I have been using PIA for a long time because I don't want my ISP to know what I am browsing. It's only $40 a year ($3.33/mo). It's pretty fast and you can pay with Visa gift card.
