Why? Because there are amazing providers...AMAZING, that have tons of reviews that are lets say.....mainly 8's and she has been around for sometime creating a brand and reputation and then there comes a provider who has 5 reviews and she is on the list. Seems broken to me...or at least not fair. Anyone can be on there best behavior 5 times. But try doing it 60 times!
