A decoy usually is a bunch of stolen photos that are placed on Craig's List and used to lure unsuspecting hobbyist who don't belong to review sites like TER where they are nabbed by LE in a sting operation.

I suppose it is possible that LE might some day decide to have certain gals work as escorts to develop a following and get reviews, but why go through all that when using Craig's List is like shooting fish in a barrel.

It's a good thing that most often LE wants the ladies, not the gents ... And that most professionals (note I said professionals, not simply providers) value their livlihood too much to f'k it up over a misdemeanor charge.

There is no 100% guaranty. It's a game of best odds...

Would it seem that a non provider being accused/charged is so much worse than if you were a really a "pro" being accussed/charged
relative to how it would damage one's life?

My guess LE wants ladies because it is more enjoyable.

The severity of the after effects is dependent solely on the persons individual circumstance.  (see thread about the law school student who is now likely to never become licensed to practice and certainly will not get a refund of her tuition.) damage will be done and the amount of damage has nothing to do with whether one is a pro or not.

While I imagine the indignation is greater for an innocent accused, the pro who cannot prove otherwise has other than legal and social bias now - bills to pay, loss of income, possible asset seizure, custody issues, etc.

The system would disrupt anyone's life,  Yet it seems they would not lose their job & could possibly keep things(stigma) under the rador.  

unusual to lose assests on a 1 ct misd.
unless you considered  confiscating/stealing a cell phone.
either, could have issues with child custody

contrast
with an innocent & if your employment/career requires background checks & profession licensing, & you just spent 10 years /250k  education etc..... you would have that destruction on top.

the punishment ( 1 ct/no priors) is rather flabby

Most providers are not "lifes", meaning this is not their career. Most providers either are in college, have a job, or are between jobs. Now there are those who have been doing this for hundreds of years and will retire at 65 as a provider. But most ladies will do this for a few years and then move on to greener pastures. So if a provider get caught she might lose her civie job or be barred from getting a good job. This is a misdemeanor for solicitation. This will make it almost impossible to get a great job making more than 8 or 9 dollars per hour.
