Some men on CL  offer that just as a front . Usually they are using that tactic to get you to reply and then they will  introduce you to a provider or something else totally out there .

My thoughts about a man soliciting on CL for that type of service is a JOKE to say the least .
I don't know  any female in their right mind who would take the poster serious.
And yes either way you look at it  it is illegal what the poster is offering .
