1. if TER is asked to provide member info in connection with an ongoing criminal investigation I think and hope TER would comply;

2. there is a treaty that allows for the service of subpeonas in foreign countries that are signatories;

3.and you do not have to serve it in the foreign county anyway if you can serve it on someone in the US with right of control over those records.
