With the new End-Demand clause, where the sanctions are about as steep as the rebuilding of a tooth, plus incarceration, maybe avoiding being convicted could be useful in and of itself. If the court has no proof of the actual deal being made between the provider and client beyond "Oh, we KNOW what they were up to!", how much penalty can the impose?

This is like jailing the drinkers during prohibition and easing the penalty on the smuggles, producers and rum runners. kind of an upside down approach and we do not have the jail space to inflict the time but the fine is quite punitive and many will opt to not pay it. Any idea what it cost to keep a John in prison? It well not eliminate the male sex drive and will prove to be unsustainable.

In short, this is an unworkable solution to what is at its root, natural behavior.
