Bitcoins do not need to be kept in accounts.
Instead, they are kept in a software app called a Bitcoin Wallet.
There are several brands of Bitcoin Wallet apps for your phone or your computer.

To make a transaction -- to get Bitcoin from someone or deliver Bitcoin to someone --
you can exchange code numbers between your Bitcoin Wallet and his.  
The transmission can be by scanning a barcode, or by sending email, or similar means.  

No government anything is ever required.  
No bank or other institution is required.  
This is one of the foundations of Bitcoin.  
You just need to find someone who wants to exchange Bitcoin for something else with you.  

You can find Bitcoin Wallet apps easily on the 'net.

Very easy to buy on this site, with many options: deposits, WU, MG etc. Very simple registration. Do not choose Cash option. Who knows who you will be meeting.

If you want to use it for your hobby, you can use phonny name, to keeo it anonymous. There is no strict verification, Max you will need to do is Cell Phone verification, and you can easily use your hobby phone for that.

You can use their(localbitcoin.com) internal wallet for keeping your coins, or you can transfer them to a service like blockchain.info . Their transactions are processed very fast.

There are pretty cool services around for exchanging your coins to whatever you want(just name it, even cash from ATM), but not available for US residents.

Hello everyone I am curious about the bitcoins myself.  I had a friend help do it for me once but when I tried to figure it out myself it is flipping frustrating.  I must be missing something maybe someone can help explain it better than my friend did.  It just wasn't making since (I wasn't a math major) LOL  the exchange rate is not clicking for me
