Spitzer in particular went after several agencies on "enterprise corruption" charges which was total overkill(but interestingly the main if not only avenue for the AG's office to get involved as the AG normally doesn't have prosecutorial powers over the prostitution related sections of the Penal law).
It is "interesting" to see the changes in enforcement(i.e. less) in the past few years as public attitudes have changed especially in Manhattan although I don't think the mods like this topic being brought up. It is simply a fact that almost no one(3 people?) have been arrested in the borough of Manhattan on prostitution related charges in the past years since a new DA was elected.
