yeah that is pretty impossible.
although "Sex" is defined by each state differently. Usually if any of the genitals are touch,licked etc etc then that can be "sex" (as mentioned before sometimes breast/nipples are included too)

but if you pay a girl 200+ to just kiss...well COME AND SEE ME THEN! lol  but no, I am 99.999% certain no one will get arrested.

lol this reminds me of the south park episode where Butters runs his own kissing company..he made bank by selling just kisses! lol

Would a hobbyist and a provider be engaging in illegal activities if they were just kissing? My personal opinion is that kissing is not illegal sex. Anyone have thoughts on how LE would view it?

But generally, just mouth to mouth, no contact with genitalia (and in some states, breasts), then I say go for it.

Some states have prostitution laws that are written so broadly, no one is quite sure what is meant by "sex".

If county fairs can have kissing booths to raise money for charity however, I don't see any jury convicting based on kissing.

(still not a lawyer)

Yes, you can get busted for just kissing. In laymens terms, ANYTHING done for sexual arousal can get you in trouble. Be it spanking, fs, golden shower, bj, or he.

I have read stories of dominatrixes who never offered  so much as a hj get charged with solicitation and L&L.

Hypothetically speaking, you decide to toftt. Unfortunately for you, you end up on the wrong side of a sting. You go in, set your money down and grab the uc and kiss her. The next thing you know you find yourself in handcuffs. "But officer I was just kissing her."
