I was there 1 month ago - elevators were easy. They removed the room key swipe in the elevators, so it is much easier.
Cosmo has a nice setup for restaurants and areas to meet, like second floor or third floor. Be sure to check out EGGSLUT - best breakfast sandwich.
Tip: if you are going to meet someone who is staying there - be sure to ask which tower. So if you self park you can access the right elevator bank. They also changed the names: East tower is now called Boulevard and West is the Chealsea
Believe it or not - only 80% of their rooms have balconies.
Make sure you get a balcony and fountain view room. Hopefully it will be warm when you are there. Not much better than Balcony sex at the Cosmo.
TIP: there is a small mini mart at the Jockey club - very handy if you want some ramen noodles or bottles of wine. It is a little cheaper than the walgreens across LVB.
Not the best hotel in Las Vegas, but ladies seems to like it. cons: very noisy, too crowded, smell of weed all over the place. pros: descreet, balcony, parking.

I totallt disagree with your assessment. I think the Cosmo has the best rooms for the rates they charge in Vegas. The terrace 1 bedroom and wrap around suites are simply ideal for a date with one of the many spectacular Vegas ladies. There are also some very good restaurants.
