Dude 2. As I walked out I saw some dude drink that small bottle of water and just leave it there next to the ledge outside.
As he looks into glass window by door trying to comb his hair with his fingers and straighten out his jacket collar.

is nowhere near a liter. And If you'd cased this joint out (x3) everyday for the last 15 years you probably would've seen the same type thing happen many thousands of times.  There will surely be grave consequences any day now, or at least within the next 15 years.
