I haven't been active in the scene for awhile now but am wanting to make a come back. My only question is that for the girls that don't have a MSOG fee are they going to allow two finishes in a hour or is it just one no matter what?

MSOG depends on how much time is left in the session.  If you get your first pop at the 45-minute mark, you are not likely to get a second pop, and it you do, it will most likely be a quick hand job.  If you can finish the first round by the 25-minute mark, most girls will allow a second go-around.  Even when there is no upcharge, you should always tip a girl who allows MSOG.  

 
Another option is to book 90 minutes or two hours.  When I got to the point age-wise that two pops in an hour felt really rushed, I increased the time to 90 minutes, then several years later, I increased the session to two hours if I intended to get two rounds. With more time, the GFE feel is good and the session seems to progress organically and does not feel like you are running to catch a train.

Then it will be at a girls discretion.

 
My experience in the bay has been that most such girls will allow msog. Otoh, msog was all-inclusive in kgirl prices here for ages and only recently we have been getting the LA style upsells for msog.

 
Really depends on the girl tho. Service girls will try to get msog out of you in like 99% of cases. Girls who are more of lookers are green/new and maybe overworked can sometime refuse msog of they're tired. But it's fairly rare at least in my experience. And I see a lot of girls on their last or next to last appointments.
