Do not go during the summer vacation to Buenos Aires. All the chicas are in Mar del Plata then. (Summer vacation starts here around 20th of December, ends around the end of January....)
Best time to go is during the winter (Or summer in the US..)

I have been to Buenos Aires and visit a bar called Cutty Sark and have met some beautiful local talent... I love BA women!

I am also planning a trip to Argentina. If you say the best time to go is Winter (June 21-Sept.20) wouldn't it be cold. How is spring? My fantasy (silly i know) is to go tango dancing and afterwards enjoy more intimate pleasures. My sangre is warm.

Cold... It depends on what you call cold. Normal temperatures down here in winter are above 10°C. (Say above 50°F). Sunny days it can easily reach 20°C (70°F).
There are many providers in Buenos Aires. If you pick an Argentinian one (a lot of them are from Paraguay) and you ask her if she likes to dance the tango... Who knows!
You can also take tango lessons with a nice young Argentinian girl, and try to chat her up . (Will depend on your Spanish skills if you are lucky in this or not!)
