I thought theme days were not allowed anymore

There's a big red notice up at the top that mentions the new photo board and says "Theme Days will no longer be allowed on the Regional, BDSM or 60 & over Boards."

Which bummed me out when I saw it.

This is in direct conflict with the message at the top of the board:
