I don't understand why some of the girls who are members of verification sites don't report back to the verification sites. In Brooke's case she did but it appears she's the first one of his (at least) five victims to do so. Why is that? Why are providers using verification sites unwilling to report ripoffs or even worse? As I understand it, you get hobbyists' real info from RS2K so why would four other girls get ripped off and not report him? I know the answer, I'm just wondering if any providers are willing to admit why they don't report incidents.

Yup. While I think that P411 is a great idea in theory (and my dealings with Gina have always proven her to be nothing short of professional), it seems that the site has been infiltrated by LE more and more frequently. I assume that the reason for that is because their verification process is fairly easily bypassed.

Actually, the last couple of infiltrations on P411 were because gents who were members of P411 were arrested in a sting operation, and in order to not be charged/keep their name out of papers/keep job & family from finding out, etc, they turned over their P411 info to LE. So, LE was using a legitimate P411 account that had been compromised because these guys couldn't STFU.  

I thought the whole idea of using verification sites was to avoid ads on BP that are favorite LE hangouts. Did these two guys make appts with a female LE on P411 and get stung that way? If not, how did LE know they were meeting up?

The gents were arrested in reverse stings...hence, for some reason, they were seeing unverified ladies (probably off of BP) who turned out to be LE. Some guys get so comfortable and think they can "detect" which ads are LE and which aren't and start TOFTTing. Some states/cities still only have a small number of ladies on P411 and gents will start branching out when they cannot find anyone to see off the site...for instance, Green Bay only has 11 ladies listed currently.
