Depending on the budget, you could go to:
Houston's  
Tavern on rush (my fave)
The signature room  
Or just go to Chicago yelp and look up loop restaurants

I have a friend who is going to be in town the middle of September, and is looking for recommendations.

I'm in the burbs and don't get downtown but once every couple of years.
