it is about the money.  Hosting sites with advertising pop-ups usually have a lower cost than a site without pop-ups.  There is revenue behind the pop-ups, otherwise, they simply wouldn't exist.  The math is pretty simple, it lowers expenses for the providers, at the expense of annoying you.  If you don't like it, let your provider know.  There are ways to prevent these pop-ups, things like NoScript and hosts table changes will keep them from showing up.

Usually, I only see the pop-ups the first time I hit a site.  I'd suspect that you've got cookies completely disabled.  You might want to look into a slightly different privacy mode, one that keeps each site in it's own jail and deletes cookies when that tab or window is closed (keeps cookies around for this "session" and yes, for the geeks in the room, I know.)

More and more I am coming across well put together Provider websites with  The  "hook up now" pop up.
Each time you have to close it and then also click on  "leave this page".  And it repeats each and every time you click on a category or photo.  My question is simply: what is the incentive for providers to allow this?   Do they receive a one time discount against the cost of their site? Is it based on the number of hits? And/or can they ever benefit or profit from allowing this. There was a time when this seemed tacky, now it has become the norm. I have seen this on sites that have the best and most expensive photographers--for whatever that's worth.
