Even "borrowed" photos doesn't 100% mean scam...back before I knew much about TER, and didn't know at all about Tineye and your posts, I saw someone who turned out to have used fake pics on Eros. They were a pretty fair representation and I had a great time with her but the use of fake pics should have been disclosed. Had I known then what I know now I would not have booked with her, risk is too high for me, but it raises the question where do you put someone using fake pics that discloses the fact and/or has good reviews? But I guess that's a judgment call, so on balance I think your instinct is right, one list for fake pics and one for the others. Though I could see breaking the second list into reviews and no reviews (i.e. evidence that the provider is real vs. unknown) that sounds like a lot of work for you.

I would see two lists, "evidence supports this being a legit provider" and "something ain't right." Fake pics being the most blatant sin in the latter. Forget bad reviews and making judgment calls, it's for each individual to decide what their criteria are for using reviews.
