Long ago, I did know a Pre-Op TS who offered sensual massage and her clients were not allowed to touch her below her waist. Nobody guessed. 
As to Post-OP TS providers who don't disclose that? I'm sure it happens. (Not long ago, there was a big dust-up on the GD about just that!)
What you mean is, passing as cisgender women: those whose physical anatomy was wholly female at birth. Disagree all you like, but in my opinion TS ladies ARE female, no "passing" required.

Because if you mean Pre-Op, if she's offering FS then I would guess she'd be outed; more likely sooner than later.
