I think that is the exact wrong approach.  Driving it underground only prevents hobbyists from being able to better protect themselves.  If this sort of activity is going on, would it not be best to know exactly where, so we know which providers to avoid?

That's true, but such conversation on here also serves as advertising. For providers, TER is all about advertising, that's what it is to them.

Thousands of porn stars and providers do BBFS with their repeat customers, all you have to do is get thoroughly tested and examined.

I wrote in an earlier thread, but I would write again, that its not as impossible and unusual as it sounds.

Of course there is a risk involved. But there is a risk with condom too.

I am not sure what TER policy on this is but BBFS should not be stigmatized. it should be welcomed and encouraged with proper testing and physical examination.

Providers will never have herpes with proper testing and if they date decent professional clients who get tested too.
