I could be wrong but doesn't the site go through CCBill?  If so it doesn't matter nor should it matter to those prepaid cards.  I could be wrong though.

Yep. there's ccbill and ccbillEU.  TER goes through ccbillEU.  Look for MC gift cards backed by RBS.  They are the only ones I have had success with.

Once you register your prepaid card , they would send you  world usable permanent card, by mail
Other way is to buy a western union gift card, with your temporary prepaid card. Yes you loose 3.95+3.95
All other gift cards are US only , at this moment.

Vanilla MasterCard has worked for me recently. I purchased the card at Walgreens. You have to register the card but you can register random information and it still works. Look on the package for the terms and conditions to find one that doesn't asy "for use in the U.S. only." Vanilla Visa does NOT work overseas.

Ahh.  Clearly I missed that point in regards to TER.  Then no wonder the cards don't work.  Even the Green Dot cards don't work, eh?

I was looking for pre-paid cards that would work overseas, and I'd think the cards with backing from the major financial companies (e.g. Capital One, Bank of America).
