I haven't heard anything definitive, but I'll venture a couple of guesses. 1. Without doing a lengthy, time consuming search, I haven't heard or read of any significant legal actions arising from FOSTA/SESTA. A bunch of other sites have been operating and have been left alone. Or maybe they prevailed w/o too much difficulty in legal actions? Maybe it's now safe to put a toe, or foot, or leg into the water. 2. Maybe TER was bought out by LE and LE is now operating the site?
P411 is not allowing TER links on their site. In the past that would have been a no-no; therefore it has been suggested that P411 has bought TER and that is why there has been a policy change.
