I am a new hobbyist, have only seen 1 provider and am very interested in seeing someone from an agency.  What exactly is involved, when it says "references needed?"  The one provider I used is well reviewed on TER, but I doubt she remembers me.  What is the best way to get verified?

Each agency has it's own way to verify a client, specially when he doesn't have multiples references.

Best way to find out how can you be verified by an agency is to call them and let them know your situation.

Some of them may accept Date Check or other verification websites.

Others will ask your work info, and most of them have only a few select ladies who are available for new clients!
