You should post this information on the Provider Only Board(s) for thoughts on how to get paid in full by both individuals. Hopefully you didn't experience any trouble trying to use the bills. This isn't an isolated incident, I've heard of it elsewhere recently. But it is a very, very dangerous game to play. Please Blacklist both clients.
The pens won't detect bleached and reprinted bills. UV lights will though, they're cheap and faster to use than pens too. You just need to shine the light on the bills and make sure the color of the strip matches the denomination. That's what they use at strip clubs.
You can buy little UV LED keychain lights for like $5 online (be sure to get one that's 365nm).
Who wants to report that? "Well officer I was with a escort at a hotel room and she stole my money" .. Oh well sorrry for your loss but it doesn't happen very often.

Presumably, you might only have an email or hobby phone number, but you can call an anonymous tip line (Treasury, maybe even FBI or local LE).
You might do the same thing if he bought a pack of Marlboro's at your bodega but he left before you time to pull out your UV light pen. Although that doesn't explain having his email and phone. Hmmm ... Anonymous report his phone and your phone is just one of many in his log. If Treasury calls, say ... say ... hmmm ... another tough one. Anonymously report, "I HAVE A FRIEND WHO ... fixes cars in his driveway (illegal unregistered biz so he is afraid to call) and some guy paid for a repair with funny money. My friend threw the bad money away." Are my stories getting any better?

But please remember to hide your money as soon as you get it, in your purse and take your purse with you to the bathroom, who cares if he gets offended, this is business. And sadly some people suck in this industry(client wise). Protect yourself. And usually fake money, you can feel that it's softer then real money and it doesn't have a line across it if you aim it at the ceiling or lamp light.
