I know each specializes in specific areas but who would you say does the best as far a breast augmentation, minimal scarring labiaplasty etc.

If you are looking for a surgeon, it's not wise to look only for the best in "the area" but the best period. If one has to fly to Houston for the best, that's what they should do. Google is your friend. You can look at before and afters, ratings, reviews, etc. and it also matters what size she is starting out as. For instance, it's a hell of a lot easier to turn an A cup into a C, than to take a natural D and insert an implant. All of those things matter.
