PayPal is notorious for holding up funds for anything deemed to be illegal, such as sports betting or adult activity. If PayPal gets a whiff of suspicion that the money transfer was for anything "illegal or immoral" they will hold up the money, possibly forever.

Sorry, I know this is not the answer you were looking for, but most smart ladies quit using PayPal quite some time ago, and I would urge those still using them to stop for their own good.

Do any providers take Paypal as form of payment?  It sure would help me out with not having to explain hitting the atm for large sums of cash.

Whenever you go to the bank take out an extra 50 bucks or so. I would then put the money in a safe place. That way when you are feeling the urge. You will have the money already out. It is easy to come up with a white lie about a small amount of money over a period time. Then taking out 500 bucks at once.

I don’t use them for anything since, they have their rules about what you can and cannot do with your money. Like Wal Mart, they impose their so called “morality” on you.

I don't know if I loved them, but it was a lot easier to sneak around. I would create fake PayPal accounts using Yahoo or Gmail email accounts, then fund the accounts using Moneypaks that I'd get at Walgreens. You pay cash for the Moneypaks, and so there's no trail. Someone trying to find you would have to get a warrant to go to Yahoo or Google to find out what email address you used to create the Yahoo mail or Gmail account.  If you used a proxy server when setting up the email accounts, as I did, it would be extremely difficult to track.

Now PayPal wants all sorts of personal information to open an account. No more anonymity.

Regardless of what type of activity, I try to use cash as much as possible.  
Paypal is a paperless trail but a trail nonetheless. Same way with gift cards. Bother are often usually no better than an e-payment - which I do use for some bills, but only bills. Some things you wanna track, others you do not - ya know? I also would never buy a gift card for a provider with my debit/credit card. VISA or MC Cash/Gift cards? I buy with cash at WalMart.  
The IRS wants you to use methods they can easily track. They have a helluva time tracking cash, which is why there are Cash Back and/or Rewards for various credit cards. These are paid for via tax incentives to those companies to offer these enticements to consumers so purchases can be tracked. You spend X money but make different than X money, and you get audited, the IRS wants its piece of the action "plus interest and penalties". The IRS is the only police that can convict you without a trial and seize your assets on suspicion of wrongdoing. I know. Been there.  Be careful everyone.
So when the IRS or an SO digs, they find $20 cash back here, $50 there, etc. and even a weekly ATM withdrawal in my case. The last time I was IRS audited, some years ago, I was asked "Why do you spend so much cash?" My reply, "That's a private matter."  "Mr Kosh, what is that supposed to mean?" "None of your business." "We insist. You have to tell us." "Actually he doesn't. (my attorney) Next question please." For those of you who do not know, an IRS audit is more painful than a colonoscopy and arguably as bad as a divorce. Both can be brutal. In the IRS's case, when can stump them by paying cash, do so - it  helps ease the pain and the "interest and penalties". When you can show medical visits & pharmacy bill receipts with "Paid in Cash", then IRS and/or your SO have no choice but to lighten up on ya.  

One day we may live in a e-money only society but until then, I'll resist. It's difficult to be an individual in this world, but I gotta try.

None whatsoever needed. Sheriffs deputy can simply walk into the ISP and ask for emails just by stating there is investigation.
