I used to live and work in Atlanta and always heard about the hobby there, but was to scared to try it.  Anyway I may be transferred back there and I was curious do black hobbyists there have a hard time seeing white/asian providers?

Not really (once in a while it comes up)!  Atl is fun city, don't worry about it!
