Trying to renew my p411 account in a paperless way, I bought a Visa Gift Card the other day (with cash), only to be unpleasantly surprised that because p411 was using a foreign bank, it was rejected because the gift card was limited to domestic purchases.  Are there any gift cards that do not require any personal information, that can be purchased with cash and that can be used for international purchases such as a p411 renewal?

I used to use money orders with a fake name and address that I made up, just for the occasion.  But I also got tired of it and purchased the lifetime account, while the getting was good.

I don't know P411, but TER uses a company that monetizes YOUR gift card and pays TER that amount. They take a fee for that service.

You have a $100 Target GC. (Totally anonymous if bought with cash.)
Paygarden might give you $75 for it.  
By arrangement with TER, that $75 goes to TER for X days.
Paygarden now tries to sell what used to be YOUR $100 Target GC to someone else for MORE than $75.

The conversion rates differ by brand / company. It's easier for Paygarden to resell a Target GC than some obscure brand GC so they will pay more for a Target GC than, I don't know, maybe Omaha Steaks.

Which, if you're clever, you'll buy the gift card from one of these places so help alleviate the price hit when you turn it in. Buy it with bitcoin of course, and use a new wallet address, to keep things hard to track.
