It is possible you are thinking about a situation in Washington DC.  According to Saturday's Washington Post:

"Authorities are investigating allegations of sexual misconduct within the D.C. fire department, including reports that at least two employees were running a prostitution ring, officials said yesterday."

I would not characterize this as women working out of the firehouse.  Given that this arose over a sexual harassment investigation it is more likely that a couple of firefighters are supplementing their income by running an "agency."

Of course, if it were the female firefighters working at least there would be good reasons for a no-show  

many do have poles.
