Although the link info doesn't address my question, I do think you and MrFisher are correct, "replies don't count.'

Agencies and Assistants are under different regulations and should contact TER with any questions.

I have never seen that written anywhere. I guess it's one of those things, where providers only found out that was a rule when they broke it. "message not allowed, reason: you already have 6 replies to your ad." Lol.
I agree with impposter that it should be posted under the "Provider Ad Posting Guidelines."However, impposter is also correct in that I will remember this in 6 months.
