If you are setting it up a week or a few days in advance, then email is great. If it is the same day, then you better call.

If you try to set up a date on the day of your hopeful appointment with a lady you haven't seen or been screened by, you maybe SOL. Ladies that screen well need time to verify you.
Now, if you don't want the safety of a lady who screens well, then roll the dice and don't b*tch if you have a less than stellar time or meet LE up close.

Your advide to find a well reviewed lady is on target. The lady I first met has become a good friend...just got off the phone with her, and not to set an appointment, but just talk.
