I would say the airport area or downtown. I typically stay in the airport area and that was my base area when I lived in Wisconsin. It's easy to get to off I94 and has some nice and newer hotels. It's not too farm from downtown. It's safe, I've never had a problem as far as safety in all the years I've provided there.
There are a few decent restaurants in the area and it's really close to Oak Creek which has plenty of culinary choices as well as shopping. There's even a few nicer and newer hotels in Oak Creek which is technically still the airport area and very safe. If you consider going more north, avoid Appleton. In general, I would avoid the lower end hotels. Enjoy Milwaukee, it's a great place to hobby! Becca Blossoms
