My friend, who's worked for more than one agency in the area, most recently Joyful Bay, says that her boss recently changed. In addition, there are now men with gang tattoos, at least one who claims to be MS-13, who arrive outside normal store hours and demand service without payment. She hates it there now and asked me to report the men to law enforcement.

I will not patronize either agency for the foreseeable future.

Are they the “same” agency, or run by the same people?

Both agencies are advertising two providers as available, Valery and Camila.

Or is this a situation where the provider (in this case, two) are “working” for multiple agencies to increase their potential earnings?
