The Harbor area is nice with lots of amenities (easy to get to shops & food). Bad parking and not very convenient unless you're already downtown.
BWI is uber convenient. Lots of decent hotels at all price points (the Westin is great with a back entry to the elevators - no lobby) and the Hamton Inn is newly remodeled.
However, BWI has zip, and I mean bupkis, for amenities.
Dupont is nice if you want to be in D.C. and close to downtown, momuments, and good restaurants. Tysons is better for client parking, and shopping at the mall.
Dupont Circle is my fave area in dc AS far as baltimore I prefer bwi/linthicum area Tyson's corner I would say don't go, if your choosing a va area, reston and dulles are better. If you choose to go to Tyson's make it an extremely short stay and I would advise against using your face in any pics as Le is very aggressive in that area.
I agree with Dupont Circle but as someone stated earlier pick a hotel that has a parking garage. You will lose some friends as some people will not goto DC or Dupont if they have to drive through their unless they can park somewhere
