The general view in CA has typically been as long as it's a consensual event that is not attracting much attention (say in front of the neighborhood kids) no one should really care. A few years back the laws changed which kind of made it legal -- at least for the independent ladies (and even the agency girls but the agencies would have a problem). However, it is illegal for guys to pay.

 
So both the more limited stigma of such work and the much reduced legal risk for them make it a bit easier to work -  the women don't need to worry about jail time or records as much as ladies south of the border from CA. Whether or not the shifted risk to the guys is helping to put downward pressure on prices seems to make sense but I'm not sure if it makes much different.
