On rare occasion you may stumble across a lady who will offer a HJ - but I have no current recommendation.  I'd say the odds are only around 5% if you go to a random Chinese massage place.

You're best bet is private incall in Bethesda. A few FBSM providers work out of apartments there. You will have to look for them as I don't like to drive into that town. Parking is difficult and parking enforcement is rapacious. AMPs have evidently been driven out of MC.
